The present research materializes the analysis of decentralization from an academic environment, considering the experience in Europe and Latin America, highlighting that only through the transfer of competencies it will not be possible to achieve the expected end, so the policies issued for its implementation must be evaluated. The objectives are: a) to conceptualize decentralization from a socio-formative perspective, and b) to analyze the importance of decentralization as a tool to promote competitiveness. The study shows a qualitative orientation, with a descriptive-documentary design and compiles information from various sources. Conceptual cartography is considered, through which a concept is built on eight dimensions. The results show that it is necessary to evaluate each case according to the territory and the organization, as well as to create new instruments. It is concluded that decentralization is a vital tool to assist the demands of the society.
