ABSTRACT
This study is particularly important as public entities currently leave much to be desired in
the area of transparency; therefore, the objective that was proposed was the following: "to
analyze governance as an instrument for administrative transparency in the management of
public companies in Manabí", for which a mixed methodology was applied, both
bibliographic and field, thus obtaining results complemented as primary and secondary
information, information collection techniques were applied as is the case of surveys; A
sample of 250 employees and 384 users was considered. Considering the above, fundamental
results were obtained, among which it is specified that currently the level of application of
governance and transparency in the management of public companies in Manabí is very low
and fails to meet the needs of citizens regarding the required participation, which keeps the
institution away from citizens with a low impact and positioning; In addition, in its
administrative and managerial processes, it is not linked to social actors. As a result of this
process, it can be established as a main conclusion that improvements are required at the
institutional level, the implementation of transparency and communication protocols to
citizens, allowing the continuous and joint action of social actors in an integrated manner in
the administrative and operational processes of public companies in Manabí, thus leading the
entity to a governance framework required by the needs of today's society.

INTRODUCCIÓN
El presente estudio aborda un tema de gran actualidad que es la gobernanza como
instrumento en la transparencia administrativa; esto debido al deterioro de la imagen de las
instituciones del sector público frente a la colectividad quienes hoy en día no tienen confianza
en la capacidad administrativa de los funcionarios estatales al mando de las diferentes
instituciones y empresas del sector gubernamental, esto debido a las diversas denuncias de
corrupción en este sector, “lo que fomenta el descontento de la ciudadanía y a su vez
disminuye la gobernabilidad en un Estado que desde hace varios años y periodos se ha
caracterizado por una manifiesta corrupción” (Soto, 2020).
