Abstract
The COVID-19 pandemic posed a challenge to the world in all areas, and communication
management is no stranger to this crisis. At a time when people need certainty and accurate,
timely information, the other enemy—in addition to the virus—is disinformation, caused
mainly by fake news. Government communication has an eminent role to play, as the crisis
caused by the disease is difficult to manage due to its extent and the impact on the global
population. Consequently, this paper aims to explore the management of government
communication during the crisis caused by COVID-19, with the purpose of learning from the
successes and failures for the future. To this end, we propose to establish what government
communication strategies consisted of during the crisis, to determine whether the dialogic
model persisted in the midst of the pandemic, and to determine how the figure of the citizen
as prosumer was taken into account in the design of participatory communication plans during
the crisis. In this sense, scientific articles addressing the subject were selected and observation
was used as a research technique. The study concludes that the designation of a single
spokesperson for the dissemination of information is common, in addition to the use of war
language to justify restrictive measures. Likewise, in this first approach to the subject, a
unidirectional communication model is observed, as well as the absence of the figure of
prosumer citizen.

Introducción
La pandemia de COVID-19 —una crisis para la cual la humanidad no estaba
preparada— dejó ver las debilidades políticas, económicas, sociales, culturales y, podríamos
incluso apartar las comunicacionales, que enfrentamos a escala global.
La capacidad de internet para proporcionar información de todo tipo se demostró una
vez más, no solo como una oportunidad para crear certidumbre entre las personas; sino
también como una amenaza, debido a las fake-news que generaron desinformación sobre la
pandemia. Asimismo, las limitaciones y la falta de visión para comprender a la globalización
más allá de intereses económicos y políticos, han dificultado la colaboración para la búsqueda
de una respuesta mundial ante el virus.
